PhDs who signed a working contract with the university belong to the "traditional" (assistantship PhD, AiO) part of the PhD community. Before introduction of the bursary system all PhDs were employees. Although the university has the general goal to enhance the number of bursary students in 2006 full-time employee students still were the majority (80%) of all PhDs (see the most recent supervisor and PhD survey of Grasp). The Collective Labour Agreement (CAO) is a written regulation for the all employees of at Dutch Universities. It is issued by the association of Dutch universities (VSNU) and thus is also valid for employee PhDs (AiOs).
